中小企業數字化轉型的德國經驗借鑒

一、德國多措并舉系統推進中小企業數字化轉型

二、我國亟需破解中小企業數字化轉型進程緩慢的瓶頸

我(wo)國(guo)與德國(guo)類似,中(zhong)小(xiao)企(qi)(qi)業(ye)(ye)體量(liang)龐大,是(shi)我(wo)國(guo)經(jing)濟發(fa)展(zhan)的中(zhong)堅力(li)(li)量(liang)。中(zhong)小(xiao)企(qi)(qi)業(ye)(ye)不僅是(shi)我(wo)國(guo)保(bao)(bao)市(shi)場主(zhu)體、保(bao)(bao)就(jiu)業(ye)(ye)的主(zhu)力(li)(li)軍,其數(shu)字(zi)(zi)化轉(zhuan)型(xing)(xing)進(jin)程更是(shi)提升我(wo)國(guo)產業(ye)(ye)鏈供應鏈穩定(ding)性(xing)、競爭力(li)(li)的關鍵環節,有力(li)(li)支(zhi)撐我(wo)國(guo)構建新(xin)發(fa)展(zhan)格(ge)局。根據工(gong)信(xin)部數(shu)據,2022年中(zhong)小(xiao)微(wei)企(qi)(qi)業(ye)(ye)數(shu)量(liang)已超過5200萬戶,占市(shi)場主(zhu)體總量(liang)的90%以上(shang),貢獻了全國(guo)80%的就(jiu)業(ye)(ye)、70%左(zuo)右的專利發(fa)明(ming)、60%以上(shang)的GDP和50%以上(shang)的稅收(shou)。2023年政府工(gong)作報(bao)告(gao)中(zhong)也明(ming)確提出(chu)要(yao)加(jia)快中(zhong)小(xiao)企(qi)(qi)業(ye)(ye)數(shu)字(zi)(zi)化轉(zhuan)型(xing)(xing),著(zhu)力(li)(li)提升高端化、智能化、綠色(se)化水平(ping)。

但是,目前我國的(de)中小企(qi)業大多數(shu)處于工業2.0階(jie)段(duan),小部分處于工業3.0階(jie)段(duan),自(zi)動化、信(xin)息化、數(shu)字(zi)化并存,數(shu)字(zi)化轉型能(neng)力、轉型基礎均較(jiao)弱。接近80%的(de)中小企(qi)業數(shu)字(zi)化處于低水平的(de)初步探索階(jie)段(duan),資(zi)金(jin)問題、技術問題、人才(cai)問題的(de)三座大山依然是制(zhi)約我國中小企(qi)業數(shu)字(zi)化轉型進程的(de)重要(yao)因素(su)。

三、借鑒德國經驗全面推進我國中小企業數字化轉型

推(tui)動(dong)中小企業數(shu)字(zi)化轉型(xing)升級(ji)是激活企業內生動(dong)力、實現(xian)高層(ceng)次高端化發展(zhan)、構建我國新發展(zhan)格局的有力支(zhi)撐。基(ji)于(yu)德國推(tui)動(dong)中小企業數(shu)字(zi)化轉型(xing)經(jing)驗(yan)及我國基(ji)本情況分析(xi),圍繞(rao)頂層(ceng)戰略,推(tui)動(dong)數(shu)字(zi)化轉型(xing)促進中心(xin)等公共服務平臺(tai)建設,加大資(zi)(zi)金支(zhi)持力度,著力解決轉型(xing)瓶頸,構建賦能網(wang)絡,銜接轉型(xing)資(zi)(zi)源,培育轉型(xing)生態,是推(tui)動(dong)我國中小企業數(shu)字(zi)化轉型(xing)進程的必由(you)之路。

2022年(nian)國(guo)務(wu)院印(yin)發的《“十四五(wu)”數(shu)字(zi)(zi)(zi)經濟(ji)發展規劃》明確提出實施(shi)中小企(qi)業(ye)數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)賦能專項行(xing)動(dong),支(zhi)持中小企(qi)業(ye)從數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing)需求迫(po)切的環(huan)節入手,由點(dian)及面向(xiang)全(quan)業(ye)務(wu)全(quan)流(liu)程(cheng)數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing)延伸拓(tuo)展;鼓勵和(he)支(zhi)持互聯網(wang)平(ping)臺、行(xing)業(ye)龍(long)頭企(qi)業(ye)等立足自(zi)身優勢,開放(fang)數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)資(zi)源和(he)能力,幫助傳統企(qi)業(ye)和(he)中小企(qi)業(ye)實現數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing);通過(guo)建設數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing)促(cu)進中心,銜(xian)接集聚各類資(zi)源條件,提供數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing)公共服務(wu),打(da)造區域產(chan)(chan)業(ye)數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)創新(xin)綜合(he)體,帶動(dong)傳統產(chan)(chan)業(ye)數(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)轉型(xing)(xing)(xing)(xing)。

(一)強化政府引導,構筑精準發力的頂層戰略

參照德國(guo)經驗,充分發(fa)(fa)揮政府(fu)引(yin)導作用(yong),強化頂層設(she)計(ji),通過系統政策設(she)計(ji)指引(yin)轉型(xing)方(fang)(fang)(fang)向。一(yi)是在體制(zhi)機(ji)制(zhi)方(fang)(fang)(fang)面,可吸納相關(guan)企業、科研院所及協會,推動完善我國(guo)中小企業數(shu)字化轉型(xing)高(gao)質(zhi)量(liang)發(fa)(fa)展的頂層設(she)計(ji),包括轉型(xing)基本方(fang)(fang)(fang)法、路(lu)徑及應(ying)用(yong)場景、重點標準(zhun)方(fang)(fang)(fang)向等。二(er)是在產業政策制(zhi)定時(shi),既(ji)要注重中央與地方(fang)(fang)(fang)產業政策的縱向貫通,也要注重不同部(bu)門間政策的橫向銜(xian)接,有效(xiao)(xiao)凝聚各地區各部(bu)門共識、有效(xiao)(xiao)促(cu)進相關(guan)資(zi)源要素(su)高(gao)效(xiao)(xiao)配置。

(二)加大資金支持,促進轉型高質量持續發展
